Import 2012-2013 ISBE report card data

This is mainly for phase II, but we can use ISBE's identifiers for phase II.

I'll put all my code in a repo under my account. Once we agree the import looks right, the group can fork my repo...

Would it be okay to clone this repo, and do your work in there. It'll be much easier to keep the code together.
