link centrally managed programs to school ID

We need to add School ID to the CPS centrally managed programs list I extracted in #3 : https://docs.google.com/spreadsheets/d/1Zi4Ot-yLGOOWw5wfj5iIelLoIIaTaHbHjM1A6D3hUbU/edit#gid=0

I extracted a list of CPS High Schools here: https://github.com/open-city/school-admissions/blob/master/data/raw_data/CPS_Schools_2013-2014_Academic_Year_HS.csv

We need to join these two lists on School Name and add the School ID to CPS centrally managed programs. Doing a naive merge only matches 38 records. Sounds like a job for csvdedupe!
