App Sometimes Does Not Provide Push Notification Token

We have encountered a handful of devices running the most recent version of the app (3.6.0) that never report their firebase push notification token.

The app seems to be functioning fine otherwise, it is only details of push notifications that are affected.

Issue is present on Android 12, 13
Known device models affected:

• OnePlus7T
• An unknown samsung phone model reporting itself a by cpu name "exynos990" (samsung's ARM cpu, a 2020 model)

This is an important bug, but the app has sufficient backup timer and persistence capability that the situation for affected devices is not dire.
