FPT tax is not being added on top of avatax

Preconditions

• Magento version: 1.14.4.1
• Avatax version: 3.2

Issue

• We have enabled Fixed product tax System > Configuration > Tax > FPT and added Fixed Product tax for a state for a product (for example, CA => 10.5)
• When adding the product to cart and shipping to CA the +10.5$ is not being added
