Create a new version of timemapper project, backend and frontend #229

For the development of the new Timemapper, the roadmap is:

  • Create the new backend as described in Create new backend for Timemapper #227 in a new repository (e.g. timemapper-backend)
  • Create the new frontend as described in Create new frontend for Timemapper #228 in a new repository (e.g. timemapper-frontend)
  • Deploy the new version of the Timemapper to the current timemapper domain
  • Change the name of this repository and update its documentation and README.md to explain the new project status and point to the new repositories

Hi. 3 years ago I requested the following features. Now that Timemapper is being redeveloped, I would like to reiterate my 2 suggestions.
"I was wondering whether Timemapper could add functionality so one could choose to view one of several locations over time. E.g. in the Timemap I have constructed, http://timemapper.okfnlabs.org/arielsegal/sbronx1
one could see just the photos from Prospect Ave. at E. 149th St or Vyse Ave. at East 178th St. without having to have separate Timemaps for each location."
"Could functionality be added such that the map would automatically zoom to a predetermined location when opened, such as cities/neighborhoods like Harlem, the Bronx, etc?"
