Add a program to wrap xmllint, from libxml2

Describe the solution you'd like

nix fmt runs xmllint on *.xml (at least) when configured with, say, treefmt.programs.xmllint.enable = true;

Describe alternatives you've considered

Using prettier plugins, but see #112
