AI Generated Contributions

There are an increasing number of ai generated pull requests. We need to come up with a policy on how we approach this. For example here is the Matplotlib policy (https://matplotlib.org/devdocs/devel/contribute.html#restrictions-on-generative-ai-usage).

Would like to have someone research the various policies and with our newly announce governance and contributing models (see #199) we can craft something that works for this project.
