Change "Off Road Cycleway" to "Off Road Path"?

This is an issue to track upstream changes incoming in the osmactive package and resulting data in the clos layer: nptscot/osmactive#133

Changes here this repo will be minimal, if they are needed at all, but opening the issue to track it.

Also being tracked in the npt issue tracker: nptscot/npt#615 and in nptscot/nptscot.github.io#433

I imagine it makes sense to change the label here but not sure hence the question mark.
