Create auto-close workflow for PRs or Issues with automations

Describe the feature

To make our life easier regarding automation spamming, we should add the "automation" tag to PRs or Issues, and this will automatically close them by posting a comment with a standard reason behind the decision and referencing our code of conduct or perhaps an article written by the NPMX community on this topic.

Would we use your agent scan project? If so will it only catch fully automated PRs with a good success rate? Because the AI PRs aren't all bad and so maybe auto closing is too harsh...

For this one, I wasn't planning to use the agentscan action, but we could. It could give us a quick hint on the account.
It was more manual work: you see automated PRs, and you just want to quickly get rid of them.
You add the "automation" tag, and it automatically closes with a message we agree on leaving on any of these PRs. You are in charge.

In my opinion, any automation behaviors are harsh on their own: if you look at recent development, 14 PRs, with no one talking to you, with debatable content, and no interaction. That, for me, is harsh on the project's maintainers. It lacks respect, so you need to address the lack of interest with the lack of interest.
This is obviously a personal take.
