feat(login): support token names

Summary

The CLI should support auth token names (which just rolled out on the website)

Exit Criteria

• npm login supports setting the automatically generated token's name via flag (ex. --token-name=)
• Set a default --token-name value (ex. "npm login")
• Tests are written to reflect new capabilities
• Documentation is updated to reflect new capabilities
