Pull out Core functionality from Firebase specific code/wrapping

The only functionality specific to Firebase is the cloud function bindings and the token creation method. Pulling the rest out into a "core" module -- and later package. Would reduce coupling --> better code and would allow other wrappers to be developed easily for standard JWT implementations and other platforms
