New BIP Process deployed

Hey, I just wanted to give you a heads-up that BIP 3 was deployed yesterday, and it changes a bunch of things in the Preamble and about the Statuses. I figured I’d let you know in case it breaks anything for you.

Thanks @murchandamus! I noticed the automatic update workflow started failing in Actions (looking for previous "Created" instead of "Assigned" to parse out the date) and it would've taken me a lot longer to realize what caused that breaking change. I updated the parsing code and am now linking to BIP 3 on the home page.
