nf-core-bot to update the pipeline snapshots form a comment

Description of feature

Add an option for nf-core-bot to update the pipeline snapshots used in the tools CI when a comment is posted on the PR.
While on it, check if the bot action to update textual snapshots is working 😄

Just had an idea, what if we added a start-up command to codespaces to run nf-test ... --update-snapshots?

It should be done by #3723, but it doesn't work properly 😓, so it's open to improvements!
The specific action in tools is to update the snapshots used by our CI, so it's not only updating the snapshots, but we have to create a pipeline from the template first (for all template features).
