Get contribued pack return: Failed to load contributed pack: 99

Describe the bug

Hi,

I download the new version of the plugin two days ago thanks to the plugin manager of QGIS. When I click on more services then on Get contribued pack, i got this error message:

Failed to load contributed pack:
99

Do you have this also and do you know what does this mean?

Could you please clarify if this issue is still reproducible at the moment? The error code 99 in Qt is an unknown network-related error

I assume it's a proxy error. I am connected to my DB, and services but some plugins can't go through the proxy. I have the environnment variable HTTP_PROXY and HTTPS_PROXY. Recently, one of my plugin return me back HTTP error 407.
I have resolved the problem thanks to your message.
To manage the changment of authentication, I wrote my variable name like this:
HTTP_PROXY: http://%PROXY_AUTH%@proxy.domain.name:8080
Some plugins like this one, don't like this way to write the variable.
I change my variable to this:
HTTP_PROXY: http://user:password@proxy.domain.name:8080
