Simplify navigation

It would be nice if we could simplify navigation in collectives. After some discussion the option that is preferred by the design team would be in the form of a select element at the top of the page navigation. Very much like what notion is doing.

@max-nextcloud & @mejo- I think that this simplification approach is better than what we discussed in #2315. What are your thoughts?

This would also solve the awkward positioning of the collective name in the pages list, which when searching it now sits in between the search input and the search results.

I like the idea of moving the search bar under the Collective name and the concept of a select dropdown.

I don't like the floating so much. It seems to introduce another UI element close to other UI elements we already have:

• NcAppNavigation (which we currently use)
• NcActions (floating menu drop down)
• NcModal (centered and floating)

I had a look at Mail and Contacts and played a bit with both as they both have two left hand sidebars. I tried both Desktop and small screen sizes. It seemed somewhat consistent and intuitive to me.

In the notion ui the floating element is stretching into the content on the right. I found that somewhat hard to parse in the screenshot as i was not sure how it relates to the Tasks checkbox. I also don't find it helpful to have the current workspace above the picker (Actually twice in the screenshot). It seems like the picker was a subelement of the Headings above rather than picking alternatives to them.

So I don't know if it's worthwhile introducing a new UI approach.
