"Collectives pages" provider in smart picker should prioritize pages in same collective #2333

Is your feature request related to a problem? Please describe.
Currently, the smart picker provider for collectives pages doesn't list any pages per default and when searching lists pages from all collectives the user has access to.
This can be overwhelming when the user is part of many collectives.
Describe the solution you'd like
List matching pages of the current collective first, matching pages from other collectives afterwards. The two lists should be separated by a caption.
Without any search query, the first 10 pages from current collective should be listed, ordered by most recently edited.
This is also important for #2332
