Share VS Code configuration settings and improve documentation to standardize the development environment.

• Create initial version of DEVELOPMENT.md
  • Include how to run unit tests
• Add Formatter and Linter configuration
• Add AI agent instruction files (intended for Claude Code)

I've started working on the development environment standardization. I created a new branch on my fork and implemented the core configurations for VS Code, ESLint, and Prettier. Should I create a PR to dev or just discuss it for now?

Below are the works I have made so far.

VS Code:

• Added .vscode/extensions.json with recommended extensions (ESLint, Prettier) and .vscode/settings.json to enable "Format on Save" and specify to use Prettier to format code.

Linting and Formatting:

• Added eslint and prettier to devDependencies.

• Added eslint.config.js and .prettierrc with basic configurations.

• Integrated Prettier with ESLint to avoid rule conflicts(eslint-config-prettier).

If you have any suggestions for improvement, please feel free to share them anytime!
