Check existing repo and project_names #7
Description
On the submission form, ensure that roboneurolibre does not have a repository with the one submitted by the author. This would create problem as eventually we fork them.
Similarly for the project_name on repo2data manifest.
Add endpoints for these to the full-stack server and implement the logic in the view.
