Parity gap: npm global toolset + pipx dev tools not captured #8

Found during a full machine sweep on the source laptop (2026-08-09). These exist on the laptop but nothing in the repo or parity layer installs them, so a ported machine silently lacks them.

Pinning is optional; latest is fine for all of them. claude-code is already listed as a manual step in AGENTS.md — fold it in here instead.

pipx

pipx install anipy-cli codespell pre-commit ruff

(codex-axi is already handled by parity/install-parity.sh — do not duplicate. Note ~/.local/bin also carries symlinks for ruff/codespell/pre-commit/anipy-cli that pipx creates itself.)

Suggested implementation

Add a toolchain section to parity/install-parity.sh (or a new tools/install-dev-tools.sh called from it): idempotent, npm install -g + pipx install guarded by command -v. Update parity/README.md contents list and the AGENTS.md verify block (agent-browser --version, ruff --version, pre-commit --version).
