Add timer to detect ntpd hanging

I have no reason to believe that ntpd will hang, but if it does, then that would be catastrophic to maintaining good time. My reading of the code so far is that ntpd is guaranteed to make a report at least every 11 minutes. Double check this and add a timer to bounce ntpd if it doesn't.
