Feature: send email notification if organization has low or zero balance

Problem

Now the organization runs of credits silently without being notified.

For example, we can see warning logs, but users are not aware of the status.

Organization exceeded credit limit. Spent: $100.00057195, Limit: $100.00

Solution

Send email notification to the organization owner when the balance is low (for example, <10% of purchased credits and <$10 credits) or user has no balance left.

Relevant Enhancements

Add organization ID into the Organization exceeded credit limit log so it's easier to notify the impacted users.
