[PO] STEP_1 - Spark M1 : Setup projet & pipeline CI/CD

Directive PO - Spark Milestone 1, Step 1

Objectif : Initialiser la base de code Spark et mettre en place le pipeline CI/CD complet.

Perimetre (~24h)

• Monorepo GitHub (backend/frontend/agents)
• CI via GitHub Actions : lint, tests, build a chaque PR
• CD : deploiement automatique sur staging
• Variables d'environnement securisees (LLM API key, DB URL)
• README avec instructions de lancement local
• Validation : GET /health retournant {status: ok} accessible en staging

Acceptance Criteria

• La commande make dev lance l'environnement local sans erreur, verifie par test_local_env_starts
• Le fichier backend/main.py expose GET /health retournant 200, verifie par test_health_endpoint
• Le workflow CI ci.yml s'execute et passe au vert a chaque push, verifie par test_ci_pipeline
• Aucun secret en clair : backend/config.py lit les variables depuis l'environnement, verifie par test_no_secrets_in_config
