Environment

Python version:
Nautobot version: 1.6/LTM
nautobot-design-builder version: 1.3.0

Expected Behavior

In a "design view", after a design is decommissioned, a panel with "design objects" shows no rows.

Observed Behavior

In a "design view", after a design is decommissioned, a panel with "design objects" shows two empty rows with "-"

Steps to Reproduce

Create design
Decommission a design
Navigate to design instance and check design objects panel
