Why Transformer bypass check from transformer count?

If I set two transformers, request content total different
example: I set Anthropic and a customer transformer, AnthropicTransformer only execture transformRequestOut() function, if I only set Anthropic, AnthropicTransformer only execture auth() function.

and in transformRequestIn() return headers is replace, in auth() return header is merge?
