Unable to scroll with mouse wheel

Current behavior:
I'm unable to scroll with the mouse wheel on MacOs 10.12.4

Expected behavior:
Being able to scroll with mouse wheel

Steps to reproduce:
Try scrolling

This works for me in the same setting. Could you provide a short screencast that demonstrates this problem?

I thought about providing a short screencast when submitting the issue but it's not very helpful, you will only see the cursor without moving, you cannot really record the mouse wheel moving.

It's worth saying that scrolling with the touchpad does work, only the mouse wheel doesn't.
