Consideration behind spacing out the number row #2

I have stumbled upon this great proposal while browsing Reddit, and I'm also in the process of creating a similar layout. Currently, what I have right now is almost exactly the same as your proposal, except for that I don't have the number rows spaced out, could you explain the reasoning behind spacing putting a .25u space between the two portions of the number row?
