[Bug]: Decisions for unsigned/not-approved updates of promoted add-ons should not be held for second level approval #15346

What happened?

STR (assuming from what we are seeing on prod):

  1. Have a promoted add-on. Assume it's approved (and has versions that are approved).
  2. As the developer submit a new version. Since it's promoted, it won't be auto-approved.
  3. As a reviewer, send a delayed rejection.

The (delayed) rejection got held in the second level approval queue.

What did you expect to happen?

The (delayed) rejection should not have been held, but carried out immediately.

Decision: exclude unsigned versions from 2nd level approval for rejection actions.
