[Pull to refresh] Graphical inconsistency when user pulls to refresh while the page is still loading #23509

Steps to reproduce

Open the app and navigate to a webpage
While the page is still loading pull down to open the pull to refresh view
The view starts to open only when the page is completely opened
Continue to the pulling down action

Expected behavior

The pull to refresh action is correctly displayed

Actual behavior

Depending on the device and orientation the view cannot reach its maximum size, or the gif is incorrectly displayed. Please see that attached video.

Device & build information

Device: iPhone 15+ (18.1.1). iPhone 14+ (16.0.3), iPad Pro 4th gen (17.2)
Build version: 9000 (48307)
