[Pull to refresh] Timer does not reset when Pull to refresh view is visible but the action is not triggered

Steps to reproduce

1. Open the app and navigate to a webpage
2. Pull down slowly and release before reaching the blink zone, make sure you don’t reach the 4 sec for the gif to be displayed
3. The pull to refresh action is not triggered
4. Repete the step 2 several times

Expected behavior

The Ester gif is not visible

Actual behavior

Since the timer is not reset after second or third repetition the pull to refresh view opens directly with the gig on
