[Pull to refresh] The view background is not displayed correctly after a specific scenario #23506

Steps to reproduce

Make sure your device is using light theming mode
Make sure you are using the Night mode (Hamburger menu → Turn on Night Mode)
Open a private tab and check the Pull to refresh view → Background is in dark
Turn off the Night mode
In private table check again the pull to refresh view → Background is in light
Navigate back to normal navigation mode and check the Pull to refresh view

Expected behavior

Background is displayed in light mode

Actual behavior

Background is displayed in dark mode first. USer must pull to refresh second time in order for the background to be displayed correctly.

Device & build information

Device: iPhone 15+ (18.1.1). iPhone 14+ (16.0.3), iPad Pro 4th gen (17.2)
Build version: 9000 (48307)
