chore(release): v0.25.0

Minor: `moshcode whoami --json` is new behaviour (#302) — account status as
machine-readable JSON, with a distinct status for not-logged-in, expired and
unverified sessions rather than prose a script has to parse.

Also carries the publish-warning cleanup (#313) and the two publish-workflow
changes (#311, #312), none of which alter what installs.

This is the first release since v0.24.0 with something in it for users; 0.24.1
through 0.24.3 were plumbing.
