Solution Received from the official TIS

ic.IC_GetSerialNumber.argtypes = [ctypes.POINTER(tis.HGRABBER), ctypes.c_char_p]
tmpstring = ctypes.create_string_buffer(b'xxxxxxxxxxxxxxxxxxxxxxxx') # serial_number = (ctypes.c_char * 20)() is also OK
ic.IC_GetSerialNumber(hGrabber, tmpstring)
serial = format(int(tmpstring.value.decode('utf-8')), 'x')
print(serial)
