Buttons on the left side activity bar can in theory switch between views. If one of the buttons is clicked and the view is the same as selector associated with the button then the buttons will perform a toggle action.
The "config" activity is not a full view but a modal dialog historically displayed on top of the editor view. When the project management view is shown and the "config" activity is clicked the response is to switch to the editor (because the current view != the "config" buttons selector) instead of showing the modal.
