We have a mix of filesystem handling. This needs to be made consistent. Moving to std::filesystem C++17

Hi all, thanks for your interest. @leitchy is offline at present and I don't have the technical knowledge to provide further guidance.

@RobboW or @mfellows might be able to suggest other FLINT developers that can help, but both are very busy so please be patient. In the meantime, I suggest you study the core library and use this issue to document your findings. Please comment how filesystem handling is handled at the moment and what benefits C++17 might offer.
