Expand capture distance for episode termination

The capture distance is too small such that, for high relative velocities, the spacecraft can even collide but the spacecraft will have entered and then exited the capture radii before the termination condition can be checked.

Note: this will require an increment of all of the environment versions (e.g. XXX_XX_XX_V1-> XXX_XX_XX_V2)
