Describe the proposed feature:
When spawning a local devnet, there are 3 pre-funded wallets that allow for user testing easily. In more complex use cases, more wallets are necessary to test from different user perspectives. Local devnet is becoming the initial testing ground for developers and as such, increasing the number of pre-funded wallets will improve the developer experience.
User Need:
As a DApp developer, if I have a DApp that needs user testing from 10 different "end user wallets", having these pre-funded makes testing in local devnet easier.
Expected Benefit:
More robust testing available in early stage development.

Increase the number of pre-funded wallet addresses. If there are no limitations, 20 wallets pre-funded should be sufficient. If there are resource limitations, increasing the number of pre-funded wallets to 10 is also useful.
