Clean up Zenodo DOIs

Our identifier for the Pitt-Anthrax model is:
https://zenodo.org/record/439078

This is the page that is pointed to by the DOI, but the DOI is really: http://doi.org/10.5281/zenodo.439078

You can find this "true" DOI by visiting the zenodo link, clicking on the DOI badge, and using the "Target URL" (last entry on the badge popup) as the DOI.

We should check that all Zenodo DOIs start with http://doi.org/...

The Zenodo DOIs have been updated to their Target URL.

One issue we need to address is, FluSight (Data Visualizer) and FluSight: Seasonal Influenza Forecasting (Disease Forecaster) will end up with the same Identifier. Identifier's should be unique.
