Roll-up through 2024/10/11.

Performance improvements to DynamicParser.
Fixed GetFileNameWithoutExtensionNoIllegalChars to only trim known file extensions.
Fixed a memory leak when processing EventPipe traces.
Added support for private/in-process loggers.
