When Voice Mode is not enabled, the standalone dictation mic button renders too small compared to the surrounding execute-toolbar controls, making it look weightless and hard to target.
This should be resolved by #328137, which makes the execute-toolbar controls a uniform set of 22px circular buttons and gives the standalone dictation / Voice Mode buttons their own circular ring.
