Does this issue occur when all extensions are disabled?: Yes/No

VS Code Version: 1.98.0-insider
OS Version: macOs

Steps to Reproduce:

Register language tool with prepareInvocation method.
Make LLM invoke the tool.
Using all models but Claude 3.7 Sonnet Thinking (Preview) prompts the user to continue using the tool. Claude 3.7 Sonnet Thinking (Preview) invokes the tool without user's permission.
