Select "Connect Device" in the download menu:

When it cannot connect, the modal that pops up is empty:

The "Connect Device" button only shows up in prod if you have a device connected. I'm not sure if the bug is simply that the option exists when it shouldn't, or if that's by design. But either way, we should fix the modal too.
