proxy_env spec fails on main: FTP_PROXY is both scrubbed and re-set

#798 (52cbdd5, merged 15:01:02) created src/core/wxc_common/tests/proxy_env_spec.rs with an assertion at line 194 that FTP_PROXY is absent after apply_cooperative_proxy_env, five minutes after #914 (82f28c0, merged 14:56:12) added FTP_PROXY/ftp_proxy to PROXY_SET_KEYS -- #798 never touched PROXY_SET_KEYS, so the assertion was already false at its own parent 008108d, and its CI was green only because its branch predated #914, leaving a squashed combination neither PR ever tested that now fails on pristine main and red-lights windows/x64, windows/arm64, and macos/arm64 on every PR that merges main in.
