[Release]: Publish npm package with encryption module exports (X3DH, MeshClient, SecureChannel)

AzureClaw migration (Azure/kars#27) is blocked because the published @microsoft/agent-governance-sdk@3.2.0\ on npm only exports governance symbols. The encryption symbols (\X3DHKeyManager, \MeshClient, \SecureChannel, \DoubleRatchet) exist on main but are not in the published package.

Action: Cut a new npm release that exports the encryption module.
