MakeAppx Errors Hidden

Describe the bug
When MakeAppx has issues, only the exit code is shown, not any error message. Only way to see them is to set the --verbose flag, which is a pain.

To Reproduce
Run winapp package with an invalid appx manifest

Expected behavior
I would expect the actual issue to be shown so I can fix it

Good issue - we should be surfacing error messages up and not relying on users adding the flag. Added to backlog as a must fix!

There's some debate about this in the PR. New proposed solution:

• For a subset of tools we run, recognize the error lines and output only the error lines. Also print a message to tell the user we've only printed the error lines, with instructions about how to run again to see the full output.
• For other tools, just print out all of stdout and stderr on failure.
