Exclude option for Keyboard Shortcut

Description of the new feature / enhancement

By default you can define shortcuts for all apps or for specific apps. I'd also like to have an option to apply certain shortcuts to all apps except specific apps, by excuding specific executable on the keyboard shortcut level.

Scenario when this would be used?

This way I can avoid setting up the same shortcuts for multiple apps, I can then just setup a single one, and just add exclusion to one or multiple apps.
