Develop API endpoint for ontology checking -runtime

API developed to look at a string representation that is an ontology term and check that string against an authority

• NMDC schema enums
• ontology (@sierra-moxon )
• other?

Needs to check both postgres and mongo and allow for a .json file to be submitted (in the format that a file is for .json submit). So, endpoint would need to be in -server and -runtime (see microbiomedata/nmdc-server#1537)

This should be completed after 1537.

Ideally, the endpoint will function similar to this endpoint

Where we can identify a single submission as needed, or pull all existing samples (could be filtered based on some attribute, like sample type)
