Dagster is using Postgres 11, which is EOL

The Postgres server used by Dagster is running Postgres version 11. According to https://endoflife.date/postgresql, that version of Postgres went "EOL" in 2023.

Here's a screenshot of our various Postgres workloads on Spin.

Note: The Data Portal is using Postgres version 13. That one will go "EOL" later this year (November, 2025).
