Adding spell checker as a github action to create tickets, modeled after link checker in schema repository

Options for action are:

  1. https://github.com/marketplace/actions/spell-checker-action
  2. https://github.com/marketplace/actions/spellchecker-cli + https://github.com/marketplace/actions/spellchecker-cli-summary
  3. https://github.com/marketplace/actions/check-spelling
  4. https://github.com/marketplace/actions/github-spellcheck

Listing for research purposes before implementation. Things to look for: custom dictionary, list of misspellings, use with ticket creation action for list of misspellings.
