Long term, I want to rename this file to something like submit_to_nmdc.md or submit-to-nmdc.md so that the name is, in my opinion, more semantically correct. Although x_to_y and x2y are homophones, my gut tells me that, if we use the name with "to" in it, Google's Search indexing algorithm will treat the page more similarly to how I assume we want it to.

Tasks:

Rename file
Update links (pointing to that file) accordingly
