The other libs are probably still fine.

Note that libxml2 2.9.11/12 are non-functional with lxml. 2.9.13 should be ok, once it's released.

I've started working on this, planning to run build.ps1 against Visual Studio 2019, but it seems the Pscx doesn't support Visual Studio 2019 (Pscx/Pscx#86).
